Town of Ixonia Fire/EMS Chief - Job Description
Position Title: Fire Chief
Employment Type: Full-time
Appointed by: Town Board
Reports to: Town Board
Position Summary:
The Fire Chief is responsible for the overall leadership, management, and operations of the Town
Fire/EMS Department. This position involves directing fire suppression, prevention, and emergency
response activities while ensuring the safety and effectiveness of personnel and the protection of life
and property within the community. The Fire Chief must ensure compliance with Wisconsin
Administrative Code SPS 330, the Town of Ixonia’s Municipal Code, and relevant state statutes.
Essential Duties and Responsibilities:
• Provide leadership, direction, and oversight of fire/EMS department operations, including fire
    suppression, emergency medical response, fire prevention, training, and public education.
• Ensure compliance with SPS 330 regulations and other applicable state and federal laws, as well
   as town policies and procedures.
• Is the incident commander of all firefighting, hazardous materials, emergency medical and
    special rescue incidents of the department.
• Develop and implement department policies, procedures, and standard operating guidelines.
• Work with Fire Department Officers and Clerk/Treasurer on recruitment of full-time and
volunteer staff.
• Oversee training, and retention of paid on-call volunteers and full-time staff.
• Serve as primary liaison between fire department and other town departments, elected officials,
    external agencies, and the public.
• Maintain department records, including incident reports, training documentation, and
    equipment maintenance logs.
• Work with the Fire Department Officers and Clerk/Treasurer in preparing annual budget.
• Manage department budget, including financial planning, procurement, and grant applications.
• May serve as servicing Director for the Fire Department and overseas emergency medical
    services for quality assurance, medical control and regulation compliance
• Provides appropriate training and assignment of department personnel: plans, organizes, directs
    and coordinates the work of subordinate professional, technical, and clerical personnel
• Works with Fire Department Officers and Clerk/Treasurer on discipline, evaluation of job
    performance of personnel annually or as otherwise necessary.
• Conducts appropriate staff meetings; attends other job-related meetings
• Represents the Town of Ixonia Fire & EMS Department throughout the community, both in
    person and through all media outlets
• Collaborate with Building Inspector to ensure that all construction and remodeling projects
    comply with fire safety standards as outlined in the municipal code.
• Serve in an EMS shift position and respond with the full-time staff and/or fill in when a full-time
    staff member is away from the department on personal or other business-related matters.
• Collaborate with the Town and County Emergency Management Director to develop and
    implement emergency response plans, ensuring preparedness for various disaster scenarios


Qualifications and Requirements:
• WI Certified Firefighter I & II, MPO
• Minimum Fire Officer I (Fire Officer II preferred)
• Wisconsin Fire Inspector
• Minimum AEMT Certification (Paramedic Preferred)
• Certification in Incident Command System (ICS) 100, 200, 300, and 400 (within 2 years of hire
     date)


Licensing: Valid Wisconsin driver’s license with a satisfactory driving record.


Experience:
• 10 to 15 years in the industry
• 5 years of Chief Officer experience required (minimum Battalion or Division Chief or higher)
• Understanding of MABAS (Mutual Aid Box Alarm System)


Skills and Abilities:
• Strong leadership, communication, and decision-making skills.
• Ability to effectively manage personnel, resources, and emergency situations.
• Knowledge of fire suppression techniques, fire prevention methods, emergency response
     planning, and applicable laws and regulations.
• Proficiency in budgeting, grant writing, and administrative management.
• Experience with fire department technology, reporting systems, equipment operation, and
    equipment maintenance.
• Ability to work flexible hours, including nights, weekends, and holidays, as required by
    emergency response needs.


Physical and Environmental Requirements:
• Ability to perform strenuous physical activity, including lifting, climbing, and working extreme
    conditions
• Exposure to hazardous environments, smoke, extreme temperatures, and high-stress situations.
• Must be able to wear and operate self-contained breathing apparatus (SCBA)


Compensation and Benefits:
Salary range of $80,000 to $95,000, compensation for this full-time position will be determined based
on qualifications and experience,. The Town of Ixonia offers a competitive benefits package including
WRS (Wisconsin Retirement System) participation.

Northeast Wisconsin Technical College - Fire Safety Coordinator 

Department: Public Safety

Reports To: Public Safety Associate Dean – EMS/Fire

Travel: 1-2 days per month

 

LOCATION:  Green Bay

STANDARD HOURS:  40 hours per week. Typical hours Monday - Friday 8:00 am -5:00 pm; Flexibility required to include other evening and/or weekend hours, as necessary.

SALARY RANGE: $69,344 - $74,738 per year

*Salaries/Wages for all finalists (internal and external) will be placed within the range based upon education, experiences, current wages, and internal equity.

 

POSITION SUMMARY

Manage and coordinate day to day operations of the fire safety program, fire safety complex, mobile training units and remote facilities in accordance to established policies and procedures.  Consult with industry experts to keep current on new techniques, trending methods, skills, technology, and state required certifications. Manage and instruct the state certification courses and process to include incorporating industry standards in course curriculum.  Serve as the primary logistics contact for all who utilize the fire training grounds. This position plays an integral part in ensuring all state mandated certifications and requirements are met.

 

ESSENTIAL FUNCTIONS

  • Create and manage the distribution, application and adherence of policy and procedure by faculty and CTED contract instructors during their operations within the fire science program.
  • Develop and maintain relationships with state certifying agencies, industry, and community partners.
  • Research and evaluate emerging best practices and new technology relative to current and future training within the Fire Science program.  Manage and facilitate inclusion of practices and technology into course content and activities with current and incoming instructing personnel, to also include documented course outcomes, instructional strategies, and development of course shells.
  • Develop and maintain state required curriculum for students to earn and maintain active Firefighter status.
  • Mentor and provide development to all Fire Science Part-Time Faculty and staff.
  • Maintain a flexible schedule to manage the organization and scheduling of state certification courses and instructors. 
  • Create a process for continued evaluation of instructional courses district wide to ensure the compliance of instructors, training facilities, enrollment capacity and successful state testing certification standards are being met or exceeded.
  • Oversee the state certification process for all fire science students, continue evaluation of full-time and part-time instructors to ensure successful state exam completion, complete paperwork to certify students and provide a state certification summary for each student who takes the test.
  • Proctor state certification exams and ensure we meet or exceed the state IFSAC requirements.  Manage and ensure all instructor certification renewals are maintained and updated per state requirements. 
  • Manage the logistics of all equipment being requested for training and education within the NWTC District.  Ensure the safe operations of all equipment and facilities as required by state, industry, and OSHA standards.
  • Manage maintenance and inspection of all fire apparatus and equipment, testing of fire pumps and aerial devices, ground ladders, SCBA and ensure the compliance of NFPA and WI SPS 330 required by the state.  Conduct fit tests for both students and instructors.  
  • Assist in the development of the vision and direction regarding departments capital and operational budget planning for the Fire Science Department, including research with vendors, negotiating prices of new vehicles, equipment, and structures.
  • Manage annual WTCS Fire AFG Grant.

 

MINIMUM QUALIFICATIONS AND WORK EXPERIENCE

  • Associate Degree in Fire Science or related field.
  • Five years of related experience as a professional or volunteer in fire service.
  • Microsoft Office Suite and database information systems.
  • Class A CDL, Combination Vehicle endorsement
  • Certified in the State of Wisconsin as a Fire Officer Level 1, Firefighter Level 2, Driver-Operator Pumper and Aerial. Certified in Hazardous Materials Operations.
  • Wisconsin Certified Officer I.
  • Emergency Services Instructor 2 certification (Fire Instructor 2)
  • Knowledge of Wisconsin Fire Service training and certification standards.
  • Must hold a valid driver’s license and be insurable under the districts standard insurance policy terms.
  • Thorough understand of current fire codes, statutes, guiding WTSB directives and IFSAC requirements.

**An equivalent combination of education and work experience may be considered.

 

Preferred Qualifications:

  • Bachelor’s Degree preferred or an Associate Degree in related field or an equivalent combination of education and experience in Fire Service.
  • Fire instruction experiences preferred.

ESSENTIAL FUNCTIONS

  • Develop and continually revise curriculum required development and routine revision of curriculum that includes adaptation of curriculum to college delivery standards, strategic directions, employer/advisory feedback, and industry/regulatory standards. This also includes but is not limited to Open Educational Resources (OER), textbook change, assessment plan, credit for prior learning assessment tools, and employability skills.
  • Utilize engaging instructional strategies and methodologies which foster student success both in and outside of the classroom.
  • Create learning experiences which integrate multiple alternative or emerging delivery methodologies and instructional technologies to maximize student success, including, but not limited to, hybrid, face-to-face, video conferencing, self-paced, and on-line course delivery.
  • Provide immediate, routine, and consistent feedback to students to assist them in improving performance in technical and core ability competencies.
  • Create a learning environment that integrates best practices for student success including authentic service learning, student club events, and engagement in profession specific activities.
  • Develop, support, participate and collaborate with other departments on student recruitment, program marketing, and referral of students as needed for student success strategies including tutoring, counseling, advising, etc.
  • Use data to measure quality outcomes related to student persistence, retention, completion rate, course success, and to design improvement strategies based on the evidence.
  • Comply with College policies and practices related to instruction, assessment, and delivery.
  • Engage with business and industry through engagement and participation in advisory committees, including the recruitment of new members, planning of meetings, participation in community groups, and business visits.
  • Participate in community and college-sponsored events to promote the college’s programs and enhance community relationships.
  • Engage in division, department and team meetings and requirements including the development and completion of the college’s strategic planning through team action plans and budget requests
  • Maintain proficient knowledge and skill in emerging trends and current occupational practices by networking with regional industry leaders and participating in continuing education and professional development.
  • Assist in the development of adjunct faculty through communication, sharing of resources, coaching and mentoring.
  • Maintain Faculty Quality Assurance System requirements, faculty progression structure requirements and licensure required by other agencies to maintain individual and program accreditation.

 

Additional Duties and Responsibilities:

  • Develops and delivers didactic/lecture and practical skills training in the core content of the Wisconsin-approved Fire Medic AAS degree, Fire Protection Technician AAS degree and Fire Science Technical Diploma programs at NWTC.
  • Delivers didactic/lecture and practical skills training in all other Wisconsin-aligned fire-related courses.
  • Coordinates all aspects of the Fire Science Technical Diploma program and other fire-related training.
  • Develops fire-related training utilizing fire-specific resources provided by NWTC including but not limited to fire apparatus/pumper, the NWTC Burn Tower and other firefighting appliances/equipment.
  • Instructs in the following fire-related topic areas: fire apparatus driver/operator, firefighting principles, fire protection hydraulics, principles of emergency services, hazardous materials, fire department management, fire detection/suppression systems, fire inspection, fire investigation, fire prevention, pre-fire planning.
  • Coordinates/supports all members of the NWTC fire adjunct faculty in the delivery of fire-related training.
  • Works closely with local fire departments to coordinate all aspects of the fire internship program.

 

MINIMUM QUALIFICATIONS AND WORK EXPERIENCE

  • Associate degree in an appropriate field (Fire Protection, Fire Science, Fire Suppression, Fire Technology, or other fire-related educational background) and three (3) years of experience in professional firefighting or fire ground operations.
  • At a minimum, occupational experience has to have occurred at least 1 year within the last 5 years.
  • Certification in Emergency Services Instructor I is required
  • Firefighter 1, Firefighter 2, Driver Operator Pumper, Fire Officer 1 certifications required.

Preferred Qualifications:

  • Previous teaching experience with adult learners is preferred
  • Emergency Services Instructor II preferred
  • Class B CDL required. Class A CDL preferred
